Over 5500 enterprises are under supervision
The Ministry of Industry and Information Technology recently officially issued the Key Work Plan for Industrial Energy Conservation Supervision 2018 (hereinafter referred to as the "Plan") in order to implement the Energy Conservation Law and the Measures for Industrial Energy Conservation Management, give full play to the supervision and guarantee role of energy conservation supervision, continuously improve the level of industrial energy efficiency and green development, and promote the high-quality development of industrial economy. ” In this way, industrial energy conservation monitoring will be carried out in 2018.
It is reported that according to the Plan, the Ministry of Industry and Information Technology will carry out in-depth special energy-saving supervision, promote the level of energy efficiency in key industries and key regions, focus on energy-saving supervision of key energy-using enterprises and key energy-using equipment, and implement major industrial energy-saving supervision. These include: special supervision of the implementation of the rectification of illegal enterprises in 2017; special supervision of energy consumption in key high-energy-consuming industries; special inspection of the implementation of energy consumption quota standards for key energy-consuming enterprises in petrochemical, chemical and paper-making industries in 2017; more than 2000 petrochemical and chemical enterprises such as ethylene, synthetic ammonia, calcium carbide, caustic soda, urea, more than 500 independent coking enterprises, and more than 3000 paper-making enterprises. The current industry covers energy-saving supervision; stepped electricity price implementation of special supervision; energy efficiency promotion of key energy-using products and equipment of special supervision.
In addition, the Ministry of Industry and Telecommunications will also monitor the energy consumption of electrolytic aluminium enterprises. Focus on monitoring the special monitoring in 2017 found that energy consumption exceeded the standards of irregular steel, cement, electrolytic aluminium enterprises, cement enterprises with clinker production lines below 2000 tons per day, and the implementation of the rectification of irregular enterprises.
It is noteworthy that the Plan requires the competent departments of industry and information technology and energy-saving supervision agencies to standardize the work procedures and law enforcement actions of industrial energy-saving supervision, intensify law enforcement inspection, severely investigate and punish all kinds of illegal and irregular energy-use activities, and punish those who refuse to rectify or fail to rectify in place according to law.
At the same time, the Ministry of Industry and Information Technology will also carry out special audits on the use of funds in the year. It will entrust third-party organizations to conduct special audits on the use of subsidized funds in various places. It will require the competent departments of industry and information technology and energy-saving supervision agencies to sort out the use of pre-subsidy funds and submit them to the Ministry of Industry and Information Technology by the end of March in accordance with the requirements of the Interim Measures for the Management of Construction Projects of Industrial Energy-saving Supervision System and Mechanism. Report on the use of funds, and carry out a supplementary investigation of the monitoring tasks that have not been carried out in previous years due to the shutdown of enterprises and other reasons. If the monitoring tasks cannot be supplemented due to the shutdown of enterprises and other reasons, the balance subsidy funds shall be applied to the special monitoring work of this year.
Promoting Green Industrial Transition Development
At present, China attaches great importance to industrial green development and transformation and upgrading. According to the Ministry of Industry and Information Technology, with the introduction of many policies and measures in recent years, the green transformation of industry is accelerating. From 2012 to 2016, the value-added energy consumption and water consumption per unit of industry above the national scale decreased by 29.5% and 26.6%, respectively. The amount of recycled resources was about 170 million tons, and the cumulative energy-saving of industries above the scale was about 700 million tons of standard coal.
Since 2017, in order to speed up the implementation of green manufacturing projects, China has continued to increase investment in energy saving, water saving and resource saving. In 2017, China has supported 225 key projects with special financial support for green manufacturing. In conjunction with the National Development Bank, it has supported 454 key projects with green credit. 433 demonstration lists of green manufacturing have been issued for the first time. Driven by various work, China's green manufacturing industries such as energy saving and environmental protection, new energy vehicles, new energy equipment and so on have also developed rapidly. According to the Ministry of Industry and Information Technology, the scale of energy-saving and environmental protection industry reached 5.8 trillion yuan in 2017. Wind power and photovoltaic technology and equipment developed rapidly. The cumulative installed capacity of power generation was about 270 million kilowatts. The number of new energy vehicles was more than 1.7 million, and the scale of green low-carbon industry was growing.
Xin Guobin, Vice Minister of Industry and Information Technology, revealed that in 2018, we will strive to achieve the goals of 4% year-on-year reduction in energy consumption and 4.5% year-on-year reduction in water consumption per unit of industrial added value, so as to ensure the completion of various tasks and promote high-quality development of industrial economy.
